Spruce Pine Town Council
January 08, 2007 - 5:30 PM
A meeting of the Town Council was held on January 8, 2007. Present were Mayor Wes Foy and Council Members John Boone, Gregg Henline, Phillip Hise and Rocky Buchanan. Staff in attendance included Richard Canipe, Darlene Johnson, Dave Lindsey, Coy Hollifield, Dale Blevins, Michael Briggs and Billy Summerlin. Other attendees included Nathan Hall (Mitchell News-Journal).
CALL TO ORDER
Mayor Foy called the regular meeting to order at 5:30 PM and Rocky Buchanan gave the invocation.
APPROVAL OF MINUTES
Rocky Buchanan moved to approve the minutes of the December 11, 2007 regular meeting. John Boone seconded the motion, which carried unanimously.

PUBLIC HEARING - none
DEPARTMENTS:
WATER & SEWER Dave Cooley absent
- The problem with the new well pump was identified as a piece of tape in the impeller. The manufacturer will test the pump before re-installation.
PARKS
- Dale Blevins is still working with Pepsi Co. for a possible donation of a score board for Riverside Park Ball Field. He will check with Wade Tipton about costs.
POLICE DEPT.
- The new car is here.
- Chief Coy Hollifield recommended that the position of Officer Ben Young should be filled by Jonathan Deese who is currently an auxiliary officer for the town. Council accepted the recommendation. The chief plans to use auxiliary officer Joey King part-time while James Ramsey is on medical leave.
PUBLIC WORKS Elbert Stamey absent
FINANCE
· The property tax collection rate is at approximately 92.96%.
· Gregg Henline moved to release property taxes for Tokyo Restaurant in the amount of $214.14 due to a reduction in value by Mitchell County and for Oscar Coulter III in the amount of $314.98 due to a disability exemption.
· A discovery of taxes for Movie Gallery in the amount of $316.39 was discussed.
APPOINTMENTS - none
ISSUES FROM THE MAYOR, COUNCIL AND ATTORNEY
- Emergency Management has the information on the Riverside Trailer Park needed to make offers to buyout each resident. The appraisal on the Landmark Lumber property is complete.
MANAGER'S UPDATE
- The Manager’s Weekly Update has been well-received.
- The NRCS response to Main Street President Cindy Lindsey regarding the retaining wall problems was not helpful. Richard Canipe is hopeful that Senator Elizabeth Dole’s office may offer assistance.
- Phillip Hise moved to provide water at outside rates with no annexation to Johnny Greene on Carters Ridge Rd. Gregg Henline seconded the motion, which carried unanimously.
- A police officer will advise the owner of property on Balsam Avenue that he must clean up the property.
- The owners of the Robo property on Oak Avenue will be contacted again about clean-up of that property.
With no further business, the meeting was adjourned upon motion of Wes Foy.
