Spruce Pine Town Council
January 23, 2006 - 5:30 PM
A meeting of the Town Council was held on January 23, 2006. Present were Mayor Wes Foy and Council Members Gregg Henline, John Boone and Rocky Buchanan. Staff in attendance included Richard Canipe, Darlene Johnson, David Lindsey, Coy Hollifield, Elbert Stamey and Dale Blevins. Other attendees included Charles Taylor, Michael Hall (Mitchell News-Journal), Steve Murphy (WTOE), Kay Goins and Dave Cooley.
CALL TO ORDER
Mayor Foy called the regular meeting to order at 5:30 PM and Gregg Henline gave the invocation.
APPROVAL OF MINUTES
Gregg Henline moved to approve the minutes of the January 9, 2006 regular meeting. John Boone seconded the motion, which carried with all present in favor.
PUBLIC COMMENT PERIOD
No comments were made.
PUBLIC HEARING
Mayor Foy opened a public hearing to hear comments regarding the voluntary contiguous annexation of 48 Creekside Court. No comments were made and the meeting returned to regular session.
ACTION
John Boone moved to adopt an ordinance to extend the corporate limits of the Town of Spruce Pine to include 48 Creekside Court. Gregg Henline seconded the motion, which carried with all present in favor. Said ordinance is incorporated by reference and attached to these minutes.
DEPARTMENTS:
MAIN STREET
- Richard Canipe will receive a Main Street Champion Award on Thursday night in Salisbury.
- Additional flower baskets have been ordered for downtown, prices are being sought for flower boxes along the main bridge.
- Advertising for the blacksmith festival is in progress.
WATER/SEWER
- Dave Cooley reported that the inspection of the water plant went well.
- Work on the electrical and plumbing of the new well pump house should begin soon.
PARKS & REC
- Rotary Playground should be complete within next couple of weeks and is looking good.
- There is progress on the ball field fences.
PUBLIC WORKS
· Sand and salt supplies look good.
· Charlie Medford will be leaving the Town’s employment, the job will be advertised.
POLICE DEPT
· Chief Hollifield advised that Justin Carson will begin a new job in February. That position will be advertised as well.
FINANCE
· Property tax collection rates stand at 92.45%, an improvement from last year at this time.
· Dave Lindsey updated the council with a budget vs. actual report. No significant discrepancies were found.
APPOINTMENTS - none
ISSUES
Freezing of draining water is a problem on Altapass Rd. NCDOT has been advised of this several times. A work order will be issued to address freezing drainage on Harris Street.
MANAGER'S UPDATE
- A Crime Control Grant application for computers and printer has been submitted.
- Rocky Buchanan moved to adopt a Capital Project Ordinance for dredging the Beaver Creek Reservoir. Gregg Henline seconded the motion, which carried with all present in favor. Said ordinance is incorporated by reference and attached to these minutes.
- John Boone moved to provide water at outside rates with no annexation to Billy Ray Hise on Rockhouse Creek Rd. Rocky Buchanan seconded the motion, which carried with all present in favor.

With no further business, the meeting was adjourned upon motion of Wes Foy.
