Spruce Pine Town Council
March 13, 2006 - 5:30 PM

A meeting of the Town Council was held on March 13, 2006. Present were Mayor Wes Foy and Council Members Phillip Hise, Gregg Henline, John Boone and Rocky Buchanan. Staff in attendance included Richard Canipe, Darlene Johnson, David Lindsey, Coy Hollifield, Michael Briggs, Elbert Stamey, Craig Hughes and Dale Blevins. Other attendees included Roger Wilson, Don Stafford, Phillip Frye, Michael Hall (Mitchell News-Journal), Steve Murphy (WTOE) and Dave Cooley.

CALL TO ORDER
Mayor Foy called the regular meeting to order at 5:30 PM and Gregg Henline gave the invocation.

APPROVAL OF MINUTES
Rocky Buchanan moved to approve the minutes of the February 27, 2006 regular meeting. Gregg Henline seconded the motion, which carried unanimously.

PUBLIC COMMENT PERIOD
Roger Wilson and Don Stafford updated the Council on the resumption of cruise-in’s on Lower Street. They requested that the police department help get vehicles moved from parking spaces on cruise-in dates. Richard will contact the Business Association about sharing the cost of port-a-john rental.

PUBLIC HEARING - none

DEPARTMENTS:

PARKS & REC
Dale Blevins noted that the parks were very busy this weekend. He may tentatively open one restroom at Riverside Park next week if the weather is mild.
A set of rules and regulations for the parks is in process.
The Council requested that all vehicles be cleaned at least weekly.

POLICE DEPT
Chief Hollifield introduced his new officer, Craig Hughes.

FINANCE
The 2005 property tax collection rate is at 95.57%.
Phillip Hise moved to release property taxes in the amount of $22.02 for Harold and Linda Carver. Gregg Henline seconded the motion, which carried unanimously. The Carver’s trailer was sold in December of 2004.
Phillip Hise moved to publish tax liens on delinquent taxpayers in the Mitchell News-Journal. John Boone seconded the motion, which carried unanimously.

WATER/SEWER
Lead and copper sampling is in progress.

PUBLIC WORKS
The fire hydrant on Stroup Rd. will be repaired when parts are received.

APPOINTMENTS - none

ISSUES
The light for Locust Street has been ordered.
The fence will be repaired at the parking lot behind the Mitchell News-Journal.
Richard will seek information regarding the location of the new dialysis center.


MANAGER'S UPDATE
John Boone moved to adopt a resolution of support for the acquisition of the CSX depot. Phillip Hise seconded the motion, which carried unanimously. Said resolution is incorporated by reference and attached to these minutes.
A United Community Bank representative will attend the next meeting to request a solicitation permit.
Lloyd Hise will look over a proposed leash ordinance for town parks.

With no further business, the meeting was adjourned upon motion of Gregg Henline.
