Spruce Pine Town Council
March 30, 2006 - 5:30 PM
A planning session of the Town Council was held on March 30, 2006 at Grassy Creek Country Club at 6:00 PM. Present were Mayor Wes Foy, Council members Rocky Buchanan, Phillip Hise, Gregg Henline and John Boone. Staff in attendance included Richard Canipe, Darlene Johnson, Tina Buchanan, Dave Lindsey, Elbert Stamey, Kay Goins and Coy Hollifield.
CALL TO ORDER
Mayor Foy called the planning session to order at 6:00 PM.
DISCUSSION OF GOALS WITH DEPARTMENTS:
POLICE DEPARTMENT
Chief Hollifield updated the Council on his plans to separate his detectives from road officers in terms of reporting hierarchy.
A commercial copier/fax is needed for the police department.
PUBLIC WORKS
The public works department requested that the Council consider an air compressor and salt spreader.
Elbert advised the Council that he is having difficulty keeping employees due to low wages.
PARKS & REC
Painting of the pool interior may be necessary. If the pool is drained the possibility of installing steps will be investigated.
MAIN STREET
Kay Goins expressed her goals of posting available buildings on the web site, beautification of downtown and continuation of advertising for festivals and events.
FINANCE
Dave Lindsey updated the council on revenue and expenditure estimates for the current year. He outlined revenue sources and showed the Council the effect of various tax and utility rate scenarios.
The costs of accepting credit and debit transactions were presented.
ADMINISTRATION
Richard Canipe updated the council on the need for repairs at town hall and the older mausoleum.
New zoning maps are needed.
Town ordinances need to be re-codified.
ADJOURNMENT
There being no further business, the meeting was adjourned upon motion of Gregg Henline.
