Spruce Pine Town Council
April 10, 2006 - 5:30 PM
A meeting of the Town Council was held on April 10, 2006. Present were Mayor Wes Foy and Council Members Phillip Hise, Gregg Henline, John Boone and Rocky Buchanan. Staff in attendance included Richard Canipe, Darlene Johnson, Dave Lindsey, Coy Hollifield, Michael Briggs and Dale Blevins. Other attendees included David Hughes, Michael Hall (Mitchell News-Journal), Steve Murphy (WTOE) and Dave Cooley.
CALL TO ORDER
Mayor Foy called the regular meeting to order at 5:30 PM and Gregg Henline gave the invocation.
APPROVAL OF MINUTES
Gregg Henline moved to approve the minutes of the March 27, 2006 regular meeting. Phillip Hise seconded the motion, which carried unanimously. Rocky Buchanan moved to approve the minutes of the March 30, 2006 planning session. John Boone seconded the motion, which carried unanimously.
PUBLIC COMMENT PERIOD No Comments
DEPARTMENTS:
WATER/SEWER
Dave Cooley has contracted the mowing at the water and wastewater plants.
The completion of the English Rd. sewer interceptor project greatly reduced the flow at the wastewater plant.
PARKS & REC
Dale Blevins has everything in place for the Easter egg hunt at Brad Ragan Park on Saturday.
The manufacturer for the new playground equipment will be here Tuesday.
The Boy Scouts have offered to paint the flag pole and place a flag at Riverside Park.
POLICE DEPT
Chief Hollifield is ready for this weekend’s car show.
FINANCE
The 2005 property tax collection rate is at 97.8%.
APPOINTMENTS
David Hughes, Spruce Pine Fire and Rescue’s chief, advised the Council that the fire department will receive a $2 million loan on Wednesday.
ISSUES
Patching and resurfacing of streets and the walking path at Riverside Park will begin soon.
MANAGER'S UPDATE
Gregg Henline moved to provide water at outside rates to Sarah Hobart on Greenlee Lane. John Boone seconded the motion, which carried unanimously.
A grant for computer equipment for the police department has been received in the amount of $6350.00. The match for the grant is $2100.00.
Richard and Wes will ask to remain as representatives for High Country COG’s transportation committee.
John Boone moved to adopt a joint resolution with Bakersville and Mitchell County supporting the location of a dialysis center in or near Spruce Pine. Gregg Henline seconded the motion, which carried unanimously. A copy of said resolution is incorporated by reference and attached to these minutes. A public hearing on the dialysis center will be held on May 18 at the Yancey County Courthouse.
Richard will check on the price of the land located near the cemetery tank.
A downtown work day will be held on April 20 at 5:30.
A downtown walk-thru and a visit to the new well will be scheduled by the Council.
With no further business, the meeting was adjourned upon motion of Phillip Hise.
