Spruce Pine Town Council
May 22, 2006 - 5:30 PM

A meeting of the Town Council was held on May 22, 2006. Present were Mayor Wes Foy and Council Members Phillip Hise, Gregg Henline, John Boone and Rocky Buchanan. Staff in attendance included Richard Canipe, Darlene Johnson, Dave Lindsey, Coy Hollifield, James Ramsey and Dale Blevins. Other attendees included Gary Millsaps, Michael Hall (Mitchell News-Journal), Steve Murphy (WTOE) and Dave Cooley.

CALL TO ORDER
Mayor Foy called the regular meeting to order at 5:30 PM and Gregg Henline gave the invocation.

APPROVAL OF MINUTES
Rocky Buchanan moved to approve the minutes of the May 08, 2006 regular meeting. Phillip Hise seconded the motion, which carried unanimously. Rocky Buchanan moved to approve the minutes of the May 18, 2006 special meeting. Gregg Henline seconded the motion, which carried unanimously.

PUBLIC COMMENT PERIOD – No Comments

APPOINTMENTS
Gary Millsaps, on behalf of the Mitchell Radio Patrol, requested a solicitation permit for June 3, 2006 at the intersection of Hwy 19E and 226S. Rocky Buchanan moved to approve the request. Phillip Hise seconded the motion, which carried unanimously.

DEPARTMENTS:
WATER/SEWER
Lead and copper samples have been sent for testing.

POLICE DEPT
The new police car lacks a cage and siren speaker.
Chief Hollifield noted that Chuck Vines Jr. has been assigned to Mitchell County. He requested that the Council consider remodeling an office at Town Hall for Vines.

FINANCE
The 2005 property tax collection rate is at 98.42%.
A proposed budget will be given to the Council on June 1, 2006. The public hearing for the budget was set for June 12, 2006.

PARKS & REC
The inspection at Brad Ragan Pool went well. Hours for the summer will be 11:00 to 5:00 on Monday through Thursday, and Saturday. Friday’s hours will be from 11:00 to 8:00, Sunday’s hours from 1:30 to 5:30.
Dale is still pursuing a new scoreboard for Riverside ball field from Pepsi.

ISSUES
Mayor Foy requested that the flag poles at Riverside Park be re-strung and flags displayed there.

MANAGER'S UPDATE
Spruce Pine Main Street has requested an appropriation of $10,000 more than last year.
Re-paving of the walking path at Riverside Park will be completed soon.
The volleyball court and horseshoe pits remain undone.
A suitable copier has been ordered for the police department.
A grant application has been submitted for a Feasibility and Planning Grant for extending the walking path at Riverside Park.
Zoning and Powell Bill maps will be completed soon.
Dredging of the Beaver Creek dam is tentatively scheduled to begin on October 1, 2006.
A letter has been sent to NCDENR to request permission to drain the Grassy Creek Dam until a decision is made whether to repair or permanently breach the dam.
Richard will contact Steve English regarding the Civic Club sign proposed for the cemetery area.

With no further business, the meeting was adjourned upon motion of Gregg Henline.
