Spruce Pine Town Council
June 12, 2006 - 5:30 PM
A meeting of the Town Council was held on June 12, 2006. Present were Mayor Wes Foy and Council Members Phillip Hise, John Boone and Rocky Buchanan. Staff in attendance included Richard Canipe, Darlene Johnson, Dave Lindsey, Coy Hollifield, Michael Briggs and Dale Blevins. Other attendees included Kay Goins, Susie Strickland, Donnie Wisor (Mitchell News-Journal), Steve Murphy (WTOE) and Dave Cooley.
CALL TO ORDER
Mayor Foy called the regular meeting to order at 5:30 PM and Rocky Buchanan gave the invocation.
APPROVAL OF MINUTES
Phillip Hise moved to approve the minutes of the May 22, 2006 regular meeting. Rocky Buchanan seconded the motion, which carried with all present in favor.
PUBLIC COMMENT PERIOD No Comments
APPOINTMENTS
Susie Strickland, on behalf of Avery Mitchell Correctional Institution, requested a solicitation permit for July 20 and 21, 2006 at the intersection of Hwy 19E and 226S. John Boone moved to approve the request. Phillip Hise seconded the motion, which carried with all present in favor.
PUBLIC HEARING
Mayor Wes Foy opened a public hearing to call for public comments on the proposed 2006/2007 Budget. No comments were made and the public hearing was closed.
DEPARTMENTS:
PARKS & REC
The possibility of installing steps to the ball field at Brad Ragan Park will be considered for next year.
MAIN STREET
Summer flowers are ready for downtown, with flowers on the bridge to be placed before the Storyteller’s Festival.
Vendor evaluations for the blacksmith festival have been positive.
Main Street has formed a Depot Committee to work toward acquiring the CSX depot.
WATER/SEWER
Lead and copper samples have been sent for testing.
The wastewater plant is receiving a couple of loads per day from the Altec facility in Burnsville.
POLICE DEPT
Town officers have issued 171 warning citations, 193 city citations and 163 state citations this year to date.
FINANCE
The 2005 property tax collection rate is at 99%.
ISSUES
A meeting will be held on Wednesday, June 14 at 9:00 AM at the site of the retaining wall above Oak Avenue. Attending should be representatives from the engineer, contractor, Mitchell County and the Town of Spruce Pine. The contractor will be advised of the damage to the asphalt on Balsam Avenue.
Patching of streets should begin next week. Stroup Rd. will be addressed.
MANAGER'S UPDATE
Phillip Hise moved to adopt a resolution requesting that Hospital Drive be removed from the Town’s street listing and be added to NCDOT’s system. John Boone seconded the motion, which carried with all present in favor. Said resolution is incorporated by reference and attached to these minutes.
Rocky Buchanan moved to adopt a resolution to approve the 2006 Mitchell County Solid Waste Management Plan Update. John Boone seconded the motion, which carried with all present in favor. Said resolution is incorporated by reference and attached to these minutes.
Richard is looking into the options for dealing with sludge disposal.
Rocky Buchanan moved to adopt the 2006/2007 budget as presented. John Boone seconded the motion, which carried with all present in favor.
With no further business, the meeting was adjourned upon motion of Wes Foy.
