Spruce Pine Town Council
June 26, 2006 - 5:30 PM

A meeting of the Town Council was held on June 26, 2006. Present were Mayor Wes Foy and Council Members Gregg Henline, John Boone and Rocky Buchanan. Staff in attendance included Darlene Johnson, Dave Lindsey, Elbert Stamey and Dale Blevins. Other attendees included Charles Taylor, Donnie Wisor (Mitchell News-Journal), Steve Murphy (WTOE) and Dave Cooley.

CALL TO ORDER
Mayor Foy called the regular meeting to order at 5:30 PM and Gregg Henline gave the invocation.

APPROVAL OF MINUTES
Rocky Buchanan moved to approve the minutes of the June 12, 2006 regular meeting. John Boone seconded the motion, which carried with all three in favor.

PUBLIC COMMENT PERIOD – No Comments

APPOINTMENTS - none

PUBLIC HEARING - none

DEPARTMENTS:
PARKS & REC
The consensus of the Council was to continue to not allow open fires at Riverside Park.

PUBLIC WORKS
The new pavement at Brad Ragan Park will be ditched.
Bell St. will be added to the street patching list.
The water pressure for Cathy Greene on Reservoir Rd. will be checked.

WATER/SEWER
The 40 lead and copper samples passed testing.

FINANCE
The 2005 property tax collection rate is at 99.21%.
John Boone moved to adopt a Brad Ragan Park Improvements Capital Project Ordinance. Gregg Henline seconded the motion, which carried with four in favor. Said ordinance is incorporated by reference and attached to these minutes. Revenues and appropriations for this ordinance each total $17,714.
Rocky Buchanan moved to adopt a General Fund Budget Ordinance Amendment removing appropriations and revenues for Brad Ragan Park Improvements from the current year’s budget. John Boone seconded the motion, which carried with four in favor. Said ordinance is incorporated by reference and attached to these minutes. Revenues and appropriations for this ordinance each total $17,714.
Gregg Henline moved to adopt a Business Redevelopment Grant Project Capital Project Ordinance. Rocky Buchanan seconded the motion, which carried with four in favor. Said ordinance is incorporated by reference and attached to these minutes. Revenues and appropriations for this ordinance each total $170,000.
Rocky Buchanan moved to adopt a Main Sewer Interceptor Replacement Capital Project Ordinance Amendment. John Boone seconded the motion, which carried with four in favor. Said ordinance is incorporated by reference and attached to these minutes. Revenues and appropriations for this amendment each total $1064.
Gregg Henline moved to adopt a Water Supply Well – Carter’s Ridge Capital Project Ordinance Amendment. Rocky Buchanan seconded the motion, which carried with four in favor. Said ordinance is incorporated by reference and attached to these minutes. Revenues and appropriations for this amendment each total $8,000.
John Boone moved to adopt a General Fund Budget Ordinance Amendment for the Riverside Park Playground Project. Gregg Henline seconded the motion, which carried with four in favor. Said ordinance is incorporated by reference and attached to these minutes. Revenues and appropriations for this amendment each total $14,983.
Rocky Buchanan moved to adopt a General Fund Budget Ordinance Amendment for the Spruce Pine Memorial Cemetery. John Boone seconded the motion, which carried with four in favor. Said ordinance is incorporated by reference and attached to these minutes. Revenues and appropriations for this amendment each total $2,602.
Rocky Buchanan moved to adopt a Water and Sewer Fund Budget Ordinance Amendment. Gregg Henline seconded the motion, which carried with four in favor. Said ordinance is incorporated by reference and attached to these minutes. Revenues and appropriations for this amendment each total $62,000.

ISSUES
Staff will look into the dead shrubbery planted on English Rd.
