Spruce Pine Town Council
July 10, 2006 - 5:30 PM
A meeting of the Town Council was held on July 10, 2006. Present were Mayor Wes Foy and Council Members Gregg Henline, Phillip Hise and Rocky Buchanan. Staff in attendance included Richard Canipe, Darlene Johnson, Dave Lindsey, Elbert Stamey, Coy Hollifield and Dale Blevins. Other attendees included Kay Goins, Nathan Hall (Mitchell News-Journal) and Dave Cooley.
CALL TO ORDER
Mayor Foy called the regular meeting to order at 5:30 PM and Phillip Hise gave the invocation.
APPROVAL OF MINUTES
Rocky Buchanan moved to approve the minutes of the June 26, 2006 regular meeting. Gregg Henline seconded the motion, which carried with three in favor.
PUBLIC COMMENT PERIOD No Comments
APPOINTMENTS
Brock Duncan, on behalf of Mountain View Correctional Institution, requested a solicitation permit for July 27 from 9 a.m. to 3 p.m. for Special Olympics. Gregg Henline moved to grant the permit. Phillip Hise seconded the motion, which carried with all present in favor.
PUBLIC HEARING - none
DEPARTMENTS:
PUBLIC WORKS
The consensus of the Council was to contract with Steral Franklin to repair the washed out portion of Pendley Rd.
The old railroad crossing on Altapass Rd. near Mitchell Lumber will be paved over by NCDOT.
The speed limit sign on Tappan Street will be re-erected.
WATER/SEWER
The road to the water plant will be repaved this week.
Roy Davis of the NC Division of Water Quality has advised that all users of town sewer must be notified that the system has a grease problem and that active inspections of grease traps will be conducted.
POLICE DEPT.
Personnel are ready for the Triathlon and Storytelling Festival.
Staff will check ownership of the radar sign.
Ingles is responsible for addressing the disruptive behavior in their private parking lot.
The oldest police car will be advertised for sale.
Over a 1-month period the police department issued 78 city citations, 57 state citations and 44 warning citations.
PARKS & REC
The pool inspection went well, with a score of 96.
The two old mowers will be advertised for sale.
The grant for the trailer park property adjoining Riverside Park has been approved. Appraisals are in process.
Dale has not been contacted by Pepsi personnel regarding a new scoreboard at Riverside Park.
MAIN STREET
Plans for the Storytelling Festival are being executed.
Flowers for the bridge are ready as soon as arrangements are made to water them.
The sculpture on Locust St. will be moved to a more appropriate location.
The Council expressed appreciation for the efforts of Tommy Westall in maintaining the flower baskets downtown.
FINANCE
The 2005 property tax collection rate is at 99.22%.
2006 property tax bills should go out soon.
ISSUES
A decision on the location for the third Town of Spruce Pine sign is needed. Landscaping for the second sign is needed.
MANAGER'S UPDATE
Richard displayed the trash receptacle commissioned from Superior Construction. Consensus of the Council was to order 7 more. Richard will investigate more appropriate covers than the one ordered from Barco.
Businesses on Locust St. are placing garbage on the sidewalks after the pick-up times.
Staff will contact GDS regarding the problem of garbage pick-up beginning much too early
With no further business, the meeting was adjourned upon motion of Rocky Buchanan.
