Spruce Pine Town Council
August 14, 2006 - 5:30 PM

A meeting of the Town Council was held on August 14, 2006. Present were Mayor Wes Foy and Council Members John Boone, Gregg Henline, Phillip Hise and Rocky Buchanan. Staff in attendance included Richard Canipe, Darlene Johnson, Dave Lindsey, Coy Hollifield, Michael Briggs and Dale Blevins. Other attendees included Nathan Hall (Mitchell News-Journal), Steve Murphy (WTOE), Charles Taylor, Kristi Cornett and Dave Cooley.

CALL TO ORDER
Mayor Foy called the regular meeting to order at 5:30 PM and Gregg Henline gave the invocation.

APPROVAL OF MINUTES
Rocky Buchanan moved to approve the minutes of the July 24, 2006 regular meeting. Phillip Hise seconded the motion, which carried unanimously.

PUBLIC COMMENT PERIOD – No Comments

APPOINTMENTS
Charles Taylor, on behalf of the Spruce Pine Lions Club, requested a solicitation permit for October 8 (rain date Oct. 15) from 12:30 p.m. to 4 p.m. at the intersection of Hwy. 19E and 226S and the intersection of Hwy 19E and Altapass Rd. Phillip Hise moved to grant the permit. John Boone seconded the motion, which carried unanimously.

Kristi Cornett, on behalf of the Mitchell County Youth Cheerleading Club, requested a solicitation permit for September 15 from 10:00 a.m. to 1 p.m. at the intersection of Hwy. 19E and 226S. Gregg Henline moved to grant the permit. John Boone seconded the motion, which carried unanimously.


PUBLIC HEARING - none

DEPARTMENTS:

PARKS & REC
The pool is still open on weekends.
Dale and Richard will look into guidelines for building a set of steps into the pool.
Dale will report on pool revenues at the next meeting.

WATER/SEWER
Tests on water samples came back with good results.
Dave Cooley and Richard are visiting locations with sludge belt presses and investigating interim solutions for disposing of sludge.

POLICE DEPT.
Chief Coy Hollifield noted that Jon Deese, the new auxiliary officer, is riding with officers. Bobby Wheeler has applied as an auxiliary.

PUBLIC WORKS
The crew is looking into a couple of small sinkholes near the sidewalk in front of Wellborn’s Store.

FINANCE
The 2005/2006 audit is in process.
2006 property tax bills should go out within the next two weeks.

ISSUES
Creed Pitman Rd. and Spring St. will be added to the paving list. Richard will request that contractors bid by street.
Staff will look into paying off the street sweeper and asking NCDOT to take over Greenwood Rd. Striping of the street should be completed soon.

MANAGER'S UPDATE
Work on the well is progressing.
A pre-bid conference will be held for the Beaver Creek Dredging Project on August 15 at 2:00 PM.
A crime control grant has been received and proposals are being gathered for computers for the police department.
Staff will look into the updating of ordinances, including the zoning ordinance. The current zoning ordinance does not address situations such as the rock retaining wall on Oak Avenue.
Trusses are ordered for repairs to the older mausoleum.

With no further business, the meeting was adjourned upon motion of Gregg Henline.
