Spruce Pine Town Council
September 11, 2006 - 5:30 PM
A meeting of the Town Council was held on September 11, 2006. Present were Mayor Wes Foy and Council Members John Boone, Gregg Henline, Phillip Hise and Rocky Buchanan. Staff in attendance included Richard Canipe, Darlene Johnson, Dave Lindsey, Coy Hollifield, James Ramsey and Dale Blevins. Other attendees included Nathan Hall (Mitchell News-Journal), Gary Millsaps, Phil Ginn and Dave Cooley.
CALL TO ORDER
Mayor Foy called the regular meeting to order at 5:30 PM and Rocky Buchanan gave the invocation.
APPROVAL OF MINUTES
Rocky Buchanan moved to approve the minutes of the August 28, 2006 regular meeting. Gregg Henline seconded the motion, which carried unanimously.
PUBLIC COMMENT PERIOD No Comments
APPOINTMENTS
Gary Millsaps, on behalf of the Mitchell Radio Patrol, requested a solicitation permit for October 21 from 10:00 a.m. to 2:00 p.m. at the intersection of Hwy. 19E and 226S. Phillip Hise moved to grant the permit. John Boone seconded the motion, which carried unanimously.
Judge Phil Ginn presented an American flag containing the names of all victims of the terrorist attacks of September 11, 2001. Council accepted the flag and advised that the flag will be displayed in the Town Hall.
PUBLIC HEARING - none
DEPARTMENTS:
POLICE DEPT.
Chief Coy Hollifield noted that things are going well. An area of recent attention has been the alleyway between Crystal Street and Topaz Street.
PARKS & REC
Pool steps have been completed.
A mobile aquarium will visit Brad Ragan Park on Sept. 19 and 20 for local students.
FINANCE
2006 property tax bills have been mailed and approximately $20,000 has been received.
ISSUES - none
MANAGER'S UPDATE
Richard Canipe presented a petition from the residents of Creekside Court requesting that the Town of Spruce Pine take over and maintain the portion of Creekside Court within city limits. Rocky Buchanan moved to take over the portion inside city limits. John Boone seconded the motion, which carried unanimously.
Bids for the dredging of Beaver Creek Dam will be opened tomorrow. This is the second scheduled opening because there was only one bid last time.
Dave Cooley made a presentation on visits to area belt presses used for sludge de-watering. Rocky Buchanan moved to have Richard pursue the funds to install a belt press facility for the town. Gregg Henline seconded the motion, which carried unanimously.
NCDOT will not be paving on Oak Avenue this fall.
An agreement has been reached with the landowner for the purchase of the Duncan Trailer Park land for $90,000.
With no further business, the meeting was adjourned upon motion of Rocky Buchanan.
