Spruce Pine Town Council
October 23, 2006 - 5:30 PM
A meeting of the Town Council was held on October 23, 2006. Present were Mayor Wes Foy and Council Members John Boone, Gregg Henline, Phillip Hise and Rocky Buchanan. Staff in attendance included Richard Canipe, Darlene Johnson, Dave Lindsey and Elbert Stamey. Other attendees included Nathan Hall (Mitchell News-Journal), Steve Murphy (WTOE), Lloyd Hise, Keith Holtsclaw, Darryl Bruorton, Van Phillips, Richard Montague and Dave Cooley.
CALL TO ORDER
Mayor Foy called the regular meeting to order at 5:30 PM and Rocky Buchanan gave the invocation.
APPROVAL OF MINUTES
Rocky Buchanan moved to approve the minutes of the October 9, 2006 regular meeting. Gregg Henline seconded the motion, which carried unanimously.

DEPARTMENTS:
PUBLIC WORKS
- The leak near Stamey’s Grocery has been located and repaired.
- The water pressure at David Greene’s meter was checked and found to be 80 lb.
- The sewer problem in the fire department will be corrected.
WATER & SEWER
- An operations manual and emergency management plan are in process for the new well.
FINANCE
· Dave Lindsey advised the Council of a tax discovery for Bob Robinson for the years of 2004, 2005 and 2006. The property was left off the tax scroll at the county level. Taxes for each year total $396.89.
POLICE DEPT.
- Town Manager Richard Canipe updated the Council on estimates received for the new police vehicle.
ISSUES - none
MANAGER'S UPDATE
- Gregg Henline moved to grant a façade grant to Dellinger’s Christian Bookstore for one half of the proposed $1771.00 project. Phillip Hise seconded the motion, which carried unanimously.
- The dredging of the Beaver Creek Dam is on hold, pending the possibility of using a portion of the grant funds to rework the Toe River Intake in order to take the dam off line for conventional dredging.
- One estimate for the repaving of the Crystal St. sidewalk was received in the amount of $6300. The project is on hold for now.
CLOSED SESSION
Mayor Wes Foy moved the meeting into closed session citing GS 143-318.11a, paragraph 3 to consult with an attorney employed or retained by the public body in order to preserve the attorney-client privilege. Attending the closed session were all council members, Richard Canipe, Darlene Johnson, Dave Lindsey, Lloyd Hise, Darryl Bruorton, Keith Holtsclaw, Richard Montague and Van Phillips.
The meeting was returned to open session. Phillip Hise moved that the Town of Spruce Pine provide $70,000 to Spruce Pine Community Hospital to be used for upgrades and extensions of city-owned utilities, not to be used for the purchase of property for hospital renovations. The funds allocation would be dependent on the hospital purchasing the property from Mitchell Lumber Company rather than the Town acquiring the property through condemnation. John Boone seconded the motion, which carried unanimously.
Wes Foy moved to make Veteran’s Day a paid holiday for the employees of the Town of Spruce Pine. John Boone seconded the motion, which carried unanimously.
With no further business, the meeting was adjourned upon motion of Phillip Hise.
